Christchurch City Council has opted to pursue a Christchurch-only unitary authority, rejecting a proposal to merge the city with the urban parts of Selwyn and Waimakariri under a Greater Christchurch super city. Councillors backed the Christchurch-only model 9-8, choosing to keep the city’s current boundaries while bringing together the functions now split between Christchurch City Council and Environment Canterbury. It’s a proposal under the Government’s Head Start reform process, not a final decision on how the city will be run.

The Greater Christchurch option, championed by Mayor Phil Mauger, fell short of the support it needed. Mauger said he was disappointed the wider proposal hadn’t won the council’s backing, but welcomed Christchurch having a proposal at the table. “It’s now up to us to join with our neighbours and the Government to work out the best way forward for our region,” he said. Councillor Tyrone Fields backed the Christchurch-only approach, arguing the city shouldn’t absorb communities that hadn’t agreed to join.

The Head Start pathway lets ready councils propose new unitary authorities that combine regional and territorial functions. Christchurch’s proposal went to the Government on 9 August, and Cabinet is expected to consider the proposals in September. Environment Canterbury has stayed neutral, but chair Dr Deon Swiggs insisted flood protection, public transport, water management, emergency management and regional planning stay integrated and resilient. “Our rivers, catchments, transport systems, natural hazards and ecosystems don’t stop at council boundaries,” he said.

Current regional council governance will remain through to the October 2028 local elections, after which regional councillors will not be re-elected. Christchurch’s decision doesn’t settle Canterbury’s structure; Selwyn District Council has separately chosen to stand alone. For now, Christchurch wants to keep its boundaries and take on regional duties, rather than fold into a larger authority.
